UN Appoints LRA CG To Committee of Experts On Tax Matters


UN Secretary General António Guterres has appointed Liberia Revenue Authority (LRA) Commissioner General Elfrieda Stewart Tamba to the United Nations Committee of Experts on International Cooperation in Tax Matters.

Commissioner General Tamba will work along with 24 other members on the committee for a tenure of four years.

The Committee of Experts on International Cooperation in Tax Matters comprises 25 members nominated by their Governments but acting in their personal capacity. CG Tamba and her colleagues were selected from a pool of 60 nominations received by the UN.

The Committee of Experts on International Cooperation in Tax Matters is a subsidiary body of the Economic and Social Council responsible to:

  1. Keep under review and update as necessary the United Nations Model Double Taxation Convention between Developed and Developing Countries and the Manual for the Negotiation of Bilateral Tax Treaties between Developed and Developing Countries;
  2. Provide a framework for dialogue with a view to enhancing and promoting international tax cooperation among national tax authorities;
  3. Consider how new and emerging issues could affect international cooperation in tax matters and develop assessments, commentaries and appropriate recommendations;
  4. Make recommendations on capacity-building and the provision of technical assistance to developing countries and countries with economies in transition;
  5. Give special attention to developing countries and countries with economies in transition in dealing with all the above issues.

Appointed members are selected from a fields of tax policy and tax administration representing various tax systems.

Liberia’s advocacy on tax matters at the international level, through the hard work of CG Tamba and her team continues to yield high recognition which could help the revenue collection and modernization of the LRA.

CG Tamba has expressed thanks to Secretary General Guterres for her appointment to the international service, assuring him that she will diligently work along with her colleagues to meet the goals for which they have been called to serve.


  1. Well – deserved, approach to revenue collection is really going through a sea change on the vigilant and innovative watch of Mrs.Elfreda Tamba. LRA would help to mitigate our country’s endless budget shortfalls when new sources of taxes are located, example in the precious metals industry, and the political leadership get serious about clamping down on criminal waste & corruption. Funds develop a country, not useless talk talk debates, by the way.

  2. I think this lady has served far too long as LRA boss. 12 years is way too long for one person to serve in the same position in government.

    I am so happy with Madam Elfreda Stewart Tamba, that some times ago she implemented
    my suggestion to honor honest tax payers to demonstrate the public appreciation in
    the tax payers’ fine and honest determination to be exception to the wholesale tax
    dodgers in the country; especially at a time when Liberia highly needs them. Indeed,
    she did do that and it was counted on her part as encouragement to the general public.

  4. Mrs. Elfrieda Stewart Tamba deserves this nomination !! Amongst the Liberian professionals , she has made great impact to a lot of young professionals-both from the private and public sectors . This impeccable , unwavering record, has made me earned a great respect and admiration for this great , noble and industrious official.
