To Upgrade Slums, NHA Signs Protocol Agreement with Chinese Company

The National Housing Authority (NHA) has signed an official protocol with the Shandong Tiancheng Municipal Highway Engineering Co., Limited, a press release said yesterday.

The Managing Director of the NHA, Duannah Siryon signed for his entity and Mr. Duan Xiaoquan, (deputy general manager) signed on behalf of his company on Tuesday, March 20, 2018 at the NHA’s head office in Monrovia.

Mr. Duan was accompanied to the ceremony by Mr. Liu Yuling, the chairman of the Qingdao Linyi Chamber of Commerce, who is also the adviser of the Qingdao Sino-Africa Business Council.

According to Mr. Siryon, the protocol agreement is a legal instrument that provides the two organizations common ground for further discussions in the housing sector.

He said the NHA is in partnership with the Shandong Tiancheng in NHA’s efforts to seek further funding toward its slum community upgrading program across the country.

“The NHA is seeking for the best grants and funding that will not put unnecessary burden on government,” Mr. Siryon said.

He explained that the protocol agreement paves the way for representatives of the NHA to travel to the People’s Republic of China to meet with officials of the Chinese company. He said it is his understanding that through the partnership, the Chinese company would secure funding for the project, which is consistent to President George Weah’s pro-poor agenda to empower the Liberian poor.

He expressed interest in the protocol agreement because it would encourage the Chinese company to come to Liberia to engage in the construction of affordable houses in slum communities and as a result provide employment opportunities to create jobs for Liberians.

Mr. Siryon revealed that the NHA is in discussions with several investment companies that are interested to partner with the National Housing Authority in its efforts to build affordable homes for the Liberian people.

The Shandong Tiancheng Municipal Highway Engineering Co., Limited was founded in 1970 and now has a modern enterprise management system, an office automation, engineering and information management system.

The company holds ‘hard working and integrity-based’ as a business philosophy, dedicated to infrastructure construction and all kinds of municipal, road and house building projects, the press release concluded.


  1. Ridiculous concept is you ask me!!! “affordable homes in slum communities” especially when you have available land for “affordable housing” development. We should be trying to get rid of slum communities and all of the ills attributed thereto: crime, prostitution, health, sanitation, poor quality of life, etc.

    • Absolutely on point. It’s time to rethink “land use” policy in Monrovia and Liberia as a whole. We could do a comprehensive study and come up with some smart ideas for the Greater Monrovia area and other municipalities throughout the country. That could include resettlement of slum dwellers in affordable housing units and the rehabilitation/reclamation of slum areas for more productive development…
