LIPA, Ghanaian Oil Firm to Train Liberians

The Liberia Institute for Public Administration (LIPA) has completed oil and gas training needs assessment to provide training for civil servants for jobs in the industry.

The Director General of LIPA, Mr. Oblayon Blayon Nyemah, Sr., said a course on oil and gas management training is underway following the completion of a curriculum and modules for oil and gas management.

Mr. Nyemah stated that a Memorandum of Understanding (MOU), which has been signed between LIPA and a Ghanaian oil and gas company, stipulates the provision of intensive training for Liberians in the evolving oil and gas sector.

Mr. Nyemah said LIPA, being the country’s premier center of excellence for capacity building and quality service aims to fill the capacity gap in the evolving the sector.

He made the disclosure on Wednesday, May 13 in observance of LIPA’s 46th Anniversary. LIPA was established by an Act of the National Legislature in May 1969 as the key institution for public sector capacity building.

LIPA proposed training in the oil and gas sector is owing to the passage of the Petroleum (Exploration and Production) and the National Oil Company of Liberia (NOCAL) Acts 2013 and ongoing leasing of Oil Blocks in the country.

  Statutorily, LIPA is charged with the responsibility to produce viable organizational capabilities through training, consultancy and research that will improve service delivery for about 40,000 civil service personnel at all levels of management within the public sector.

“LIPA, the Governance Commissioner and the Civil Service Agency have been working along with partners and the President has endorsed and launched the Public Sector Modernization Project to professionalize the civil service,” Mr. Nyemah said.

Meanwhile, Mr. Nyemah, among his two year’s achievements, disclosed that the institution has been restructured and revalidated for five years which include the development of a curriculum and the extension of training for procurement officers in the public sector.

As it relates to policies, Mr. Nyemah indicated that LIPA has concluded the human resource, training and man power, research, consultancy and library policies and their manuals.

He said additional courses have been added into the training, including the public sector budgeting and management, gender and development as well as project and procurement management programs.

He also named some of public sector based demand driven courses as monitoring and evaluation that will assist officers of government to provide evidence based information for sustainability requirements of programs and projects.

The LIPA boss said about 300 civil servants were trained in performance management and strategic leadership in collaboration with the Kenya School of Government with support from the World Bank.

He said “We have done consultancy work, for instance with the Liberia Revenue Authority as well as the Board of Directors of LPRC, senior officers of the Bureau of Immigration and Naturalization and directors of the Ministry of Finance and Development Planning.”

He, however, stated that LIPA is making efforts to build its future home on 25 acres in Margibi County.
