LACC Says its Comptroller Resigned for ‘Fear’ of Audit

Authorities of the Liberia Anti-Corruption Commission (LACC) say it comptroller, J. Bernard Nagbe, resigned to escape being entrapped in a pending audit at that anti-graft entity.

“The LACC is shocked and astounded by the abrupt, and unprofessional nature of the resignation of its former Comptroller, which occurred at the commencement of a financial and institutional audit being conducted by the General Audit Commission (GAC),” the LACC said in a statement signed by its Executive Director, Attorney Mohammed Fahnbulleh.

It can be recalled that in his letter of resignation, dated on November 25, 2019, Nagbe cited delays in the payment of his salaries and benefits as reason for his resignation from the government.

“I am constrained to tender my resignation on grounds of uncertainty with my salary and benefits. I am not receiving my remuneration on time and my service to the government and the people of Liberia is not for free. I owe my life, career and service to my country, but ultimately my family comes first.

“I have never had this experience in my professional life and never am I prepared to endure this nonsense. I cannot and will never work without pay. Henceforth, I can no more continue this useless sacrifice to the LACC, the Liberian people and the government

But in sharp contrast to Nagbe’s statement, the LACC said their former comptroller did not resign over delayed salaries and benefits, but because of an “ongoing financial and institutional audit the GAC is conducting.”

Atty. Fahnbulleh’s statement added, “The LACC, by this medium, emphatically clarifies to the public that all its employees, including its former comptroller, have consistently received their salaries up to September 2019.”

He said despite the “unprofessional and unethical” nature of Nagbe’s resignation, the Board of Commissioners of the anti-corruption Watch dog, has accepted his resignation, with conditions.

“Giving the critical nature of the role previously occupied by Nagbe, a role indispensable to the completion of the pending GAC audit, the BOC strongly advises its former comptroller to remain in-country, and to truly cooperate with the GAC for the speedy completion of the ongoing audit.

Considering this, the LACC further represents that Nagbe’s action smacks of sabotage, subterfuge and ingratitude to the LACC given that he was one of the first employees of the Commission, since December 2008, and has for 11 consecutive years, received salaries, benefits and logistics as a senior staff of the Commission in a timely manner to date,” Atty. Fahnbulleh said.

Meanwhile, the LACC has called on the public to know that as a government institution, it is not immune to the effects of an ailing economy.

  1. Why should this guy fear anything? We all know very, very well CORRUPTION IS NOT A CRIME IN LIBERIA AT ALL. CORRUPTION 101 IN LIBERIA: ” EVERY CORRUPTION CASE IS DEAD AUTOMATICALLY UPON ARRIVAL IN ANY COURT IN LIBERIA” NO ONE CAN DISPUTE THAT.

  2. The government has the absolute right to restrict Mr. Nagbe movement in Liberia or put a travel ban on him until the GAC audit is completed as describe by the laws of our republic.

    • Rubbish. LACC Audit is an institutional audit and has nothing to do with me as an individual. The Audit is a routine Audit that started since April 2019, I am aware of the audit schedule in connection to it’s completion. Now, LACC financial transactions do not emanate from the comptroller and neither gets approved by the Comptroller. I have done nothing wrong and the Audit is not intended to tie me down to unfavorable working conditions as expressed in my resignation. I have been supportive of the Audit and had long awaited it’s conclusion but not until I fall dead from hunger due to incessant delays in wages. The Audit is intended to express an opinion on the Financial Statements of the Commission.This is not the first time am leaving the Commission in the midst of an Audit. March of 2015, there was an LACC Audit that extended into my vacation. I left the Audit ongoing and travel to the US for 2 weeks. What’s all the empty drum noise blowing. GAC is a professional body that deals with records. The records are available and the focus of the Audit is on the records. No one has grab me and tie my both hands and legs to Audit me..       • I believe you my man. The explaination LACC is feeding us makes no absolute sense. Leaving your position due tinfear of audit? Anyone implicated in an audit can be brought to justoce irrespective of where they live. Liberia has an extradiction treaty with the United States. Since George Weah took over, no one but his relatives and nembers of his close cycle take pay on time. People deposit their money in banks and they cant withdraw it because no money in Liberia. Our country is on a collision course.

    • The regime has no cause to stop anyone from traveling outside of the country without a Court order. As per the constitution, all Liberians can freely leave and freely enter their country. Unless the Executive Director who is an Attorney of law is either bluffing or covering his ass that he took action by advising the former employee not to leave the country. The Executive Director knows where the Ministry of Justice is located and knows where the Court house is to issue a Court order stopping the former employee from leaving. Director Mohammed knows the law and knows better. The regime has not stopped the former employee from leaving. It takes a Court order to do that.

J.Bernard Nagbe, the fact that “LACC financial transactions do not (or may not) emanate from the comptroller or neither gets approved by the Comptroller, (as you claim)” DOES NOT mean a comptroller cannot carry out corrupt practices within his province as comptroller of the institution! And you know it, J.Bernard Nagbe!

    Besides, J.Bernard Nagbe, you did not have to display such indecent, street or mercenary attitude upon a simple voluntary resignation from public office. One imagines what would have been your choice of action, had it been a Private institution! Where is your obligation to human decency and national patriotism?

    My objective here is not to even hint any culpability on your part prior to audit or court adjudication, but rather to stop you from misleading the public AND GIVING THE FALSE IMPRESSION that the chief custodian of finamnces and financial transactions (the comptroller) of whichever institution whether LACC or not is not the number one or most major official of financial transaction of LACC. NO, my friend, you are dead wrong!
