A few weeks ago, I wrote an article questioning the purpose of having an IT department when none of your entity’s business processes are automated. I referred to an IT department that doesn’t administer any automated processes or mission-critical applications as a “large Internet Café.” Sometime last week, I met with a friend, who is also a government official. He asked about process automation and pointed out that he would like to start with the personnel department which falls under his purview. And just as I expected, he wasted no time in telling me that their budget is tight hence, he was not looking for a costly solution but “something reasonable and of quality.”
Before suggesting a solution to him, I lectured him on open source software and the value it adds to an organization. I then tried to dispel the myth that is being propagated about open source software and made him to understand that if the United States Government, the British Government, the French Government, the German Government, the South African Government and even the Ghanaian Government can use open source software, then I see no reason why we (Liberia) should continue spending money on prohibitive proprietary software.
