Observer's Publisher Gives GC Awards

MONROVIA, The publisher of the Daily Observer newspaper, Mr. Kenneth Y. Best, on Monday presented the Good Governance Commission (GC) Essay Contest Awards to three winners and two participants, who were among six persons that submitted essays on Decentralization held on January 19, 2008.
